In an offshore oil field development project, a VLCC was converted into an FPSO at an offshore shipyard to speed up the production of first oil. However, due to execution challenges - including financial instability at the yard - commissioning was not fully completed before start-up, which required significant on-site work under logistical and operational constraints suc as POB limitation and bad weather.
Despite a revised phased start-up strategy, the well ramp was delayed. The main problems included the premature installation of the module and the high volume of change orders and claims during conversion, as well as delays in the supply chain in the destination country (extended lead-time).
